United Nations Security Council Approves Trump's Gaza Initiative

A UN Security Council has approved measures advanced by the US president for achieving a long-term stability in Gaza, including the introduction of an global peacekeeping force and a possible route to a independent Palestine.

Unanimous Backing with Key Absent Votes

The resolution was approved by a count of thirteen in favor, with both China and Russia choosing not to vote. America's representative Mike Waltz addressed the international body that it charted “a new course in the Middle East for Israelis and Palestinians and all the inhabitants of the region alike”.

Negotiated Phrasing on Sovereignty

Incorporation of allusions to an independent Palestine was the trade-off the America offered for endorsement from the Arab states, who are likely to supply peacekeepers for the global force.

“Provisional steps that we start today must be executed in following legal norms and respecting Palestinian sovereignty,” Britain's representative stated.

Government Objection Persists

Nonetheless, on the eve of the council decision, Israeli prime minister the Israeli leader reiterated his cabinet's strong objection to the establishment of a sovereign Palestine, creating uncertainty on whether the Israeli government will permit the enactment of the Council-backed plan.

Central Components of the Resolution

  • Prompt removal of existing limitations on relief supplies into the territory
  • Creation of an multinational peacekeeping unit
  • Moves towards reconstruction and a potential “route to Palestinian self-determination and statehood”

Ambiguous Language and Conditions

The reference to independence was a balanced insertion to an original American proposal which omitted it. But the language is unclear and dependent, promising only that once the Palestinian leadership has undergone changes and the restoration of the strip is under way, “the situation may eventually be in place for a feasible course to Palestinian sovereignty and statehood.”

International Reaction

The language was insufficient of the strong guarantee to the building of a sovereign Palestine alongside Israel requested by Arab and Islamic states, as well as EU representatives, but in statements to the chamber after the decision, representatives from those nations said they were willing to endorse the agreement in the service of continuing the current truce and prompt actions to feed and protect the 2.2 million Palestinian residents in the territory.

“Algeria has ultimately decided to vote in favour of this resolution, a text that we approve its main goal, namely the preservation of the truce and the formation of situations permitting the Palestinian people to exercise their basic entitlements to independence and sovereignty,” Algeria's representative announced.

Practical Difficulties

The resolution provides overall oversight authority to a “stabilisation committee” chaired by Trump, but of unspecified participants. This committee has to report to the international body but it is not required to follow the desires of the global organization or by the PA.

Additionally, it requires the creation of a specialized Palestinian group that is tasked with overseeing routine management of the territory and the provision of utilities, but it is highly uncertain who would participate.

Stabilisation Team Authority

The mandate of the ISF empowers it to disarm and dismantle fighting factions in the territory, but it is quite ambiguous that potential participating nations would be willing to face such factions. Not a single nation has to date agreed to sending peacekeepers.

Moreover the standards for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been unclear.

European officials said they deemed it necessary that the names of the specialized group to deliver services was settled as promptly.
